Would like a new right for SeeQueueName

We’d like to be able to have a less-privileged version of the SeeQueue
right. We want for people to be able to transfer tickets to another queue
but not see the contents of that other queue. Currently, if the SeeQueue
right isn’t granted, the queue name won’t show up on the list of available
queues to which to transfer a ticket. Perhaps a SeeQueueName privilege
that would grant knowledge of the queue’s existence but deny additional
information about the queue would be useful?

That’s just described what the SeeQueue right does. It lets you see
basic queue metadata, like name and email addresses. “ShowTickets” is
what lets users see tickets in that queue.
