How does RT submit mail to the MTA? What’s the command used? How could I go
about testing that function from the command line to see if that’s causing
my lag issues?

Also check the config.pm file for ‘$MailCommand’ (sendmail or
sendmailpipe), ‘$SendmailArguments’, and most importantly,
‘$SendmailPath’.
