Upgrade issue - Possible permissions problem?

Hello all,

Just upgraded from 3.0.11 to 3.2.0. Everything seems to be working ok,
except when I create a new ticket. As soon as I try to create a
ticket, I’ll hit submit, and it says:

RT Error:
No permission to view newly created ticket #255.

And then this shows up in the error logs:

Do you have a log of your upgrade session? This should be taken care
