Ticket numbers.. revisited

I’ve floated this out here before but was unable to
get an answer so I thought I would float it again.
Can I change the ticket numbering to something like
this?
Year-number
06-8475
or
Year-number
2006-8475
06- would be perm until 07 then it would of course
roll or need to be manually reset.
Thanks for any help on this.
