Text not included with correspondence

When I correspond to some messages, sometimes only limited text from the
previous message is included, and other times it includes the full text.

Is this supposed to be like this when corresponding to longer messages, or
is this a bug?

If you click on Reply located in the upper right corner, it quotes the
full
text, if you click reply on some item in the History, it includes only
that
transaction.

If the specific transaction’s text is farely long, it does not get included
though - merely the name of the user who added the correspondence to which I
am replying/commenting.-----Original Message-----

When I do that, I get no included text.

I get this too.

I have not seen any way to include the entire ticket history in a
single reply.
