How about using rtfm and creating an article? I’m not sure if it’s possible to put HTML into the template article however (have never tried).
That might get you an HTML table with headings at least?
An interesting idea, but I’m not seeing how it ties in to newly generated tickets. So when a user clicks on New Ticket in the Cabling queue how does RT know to grab an RTFM article to use as a template?
