Setting and locking priorities

I need to set and lock my priority settings as 1 to 3, with 3 being my lowest
priority and 1 the highest with 3 being the initial default when a ticket is
created. Along with that I need to ensure that only the system admin can
have the ability to change those settings.

Is there a way, and how can it be done.

Sort of locking can be done with PriorityAsString extension. Locking
changes to admins would require some hacking and probably in
