Set Mailgate to not Create Tickets

Hi,
Is there a way to set rt-mailgate to not create tickets, but still
allow it to correspond/reply? I have a queue I want people to create
tickets for in the web interface to ensure that the mandatory custom
fields are set, but I also want people to be able to communicate using
emails afterwards.

Only with code. A mail plugin can do it.
