I’ve been trying to get onto the rtir mailing list but haven’t heard back
from the list administrator. Is this a somewhat closed mailing list?

It’s a somewhat closed list, only for folks running incident response
teals, but it’s also extremely low traffic. Bouncing the administrator
mail off-list is probably a good way to light a fire under my^Hhis pants
to get him to deal with a pending subscription.
