Does RT3 connect to the database in the same way that RT2 does? ie is
searchbuilder still used? if so for installing RT3 can I just use the
existing search builder (version .73)?

RT3’s install instructions tell you to make rt-test-dependencies, or
something along those lines.
You’ll find that you need DBIx::SearchBuilder 0.80
