RT not seeing RTIR and RTFM plugins

I’ve installed RT 3.8.14 along with RTFM 2.4.4 and RTIR 2.6.1 on a
64-bit Debian 6.0.6 with perl 5.10.1 and I’m having problems.

RT seems to work OK, but it does not seem to recognise the RTIR and RTFM
plugins. There are no menu itmes for RTIR and RTFM on the home page and
the view of tickets etc is what you get with vanilla RT not what you
should get with RTIR.

Has anyone seen this issue and have a solution? Or can someone suggest
where to start debugging this?

Any help would be much appreciated.

Has your RT_SiteConfig.pm somehow lost the following include line:

Set(@Plugins, ‘RT::FM’, ‘RT::IR’);
