Rt 2.1.81

2.1.81 is out. It should hopefully tone down the automatic ticket
opening code, as well as fix a potential security issue that allowed
staff users without specific permissions to create custom fields.

RT::User::MemberId Unimplemented in RT::Ticket. (/usr/local/rt3/lib/RT/Ticket_Overlay.pm line 503)

Sorry about that. Fixing a merge bug introduced that. 2.1.82 is out now.
