RT 2.1.17 - now with Delegation of rights

RT 2.1.17 is out and supports the ability for users
to delegate rights which have been granted to them.
It’s even got UI for it.

And there have been some minor UI tweaks. (Linda, yours
will come in the next release, later this weekend).
