REPLY with attachments - not working

When our “owners” reply to a ticket, and include an attachment, the email reply is sent to the requestor
However the attachment is not included in the email. Is this standard functionality? Or is there a flag
I have to turn on somewhere to get the attachments included in the “reply” message?
