Re-opening Tickets RT2 Difference

Since it seems that everybody wants the old behavior back,
I’m willing to change the behavior in 2.0.6, such that if anyone
corresponds on a closed ticket, it pops open.

If you have an issue with this, send me personal mail at
jesse@bestpractical.com explaining your objection.

If you mail the list, your objections will be ignored. (AKA please please
please don’t flood the list on this one.)

I’ll announce the decision in a couple of days.
