Queue Watchers not shown in Comment, Reply or People

I looked for an answer to this is the old mailing lists, but only found the

same question:

Sometime between RT 2.0.8_02 and 2.0.13, the display of queue watchers
on the Reply and Comment forms was dropped.

I know I can probably go and add this back in, but does anyone know why
it was removed? It was very nice to have a clear indication of who
would receive notifications.

Does anyone know the answer to this, and/or how to fix it?

Hello world,

I made upgrade RT from 2.0.13 to 2.0.15 and suddenly watchers don’t
appear in Update.html.
I found two question on the same problem in mailing list, but not any
answer.

Does anyone know how resolve this problem
