Question about licensing

Hello, I am looking at using RT in my organization. I’m having a difficult time finding formal licensing data for this application. From what I understand based on reading the website it looks like the basic version that you install and host on your own hardware is free to use. Is this correct? Does this license apply to use by government institutions too? Thank you for your assistance with this matter.

All versions are free to use, including all the plug-ins.
Best Practical makes their money on training, support, and custom development. At least that’s how they’ve made money off of us.
You can also get hosted solutions but I don’t recall if that’s by BP or an affiliated company.
As to the second question: I run an instance of RT at home and help manage one at a major Canadian University.
