Problems after RT 3-0-1 -> 3-0-9 upgrade

I’ve just upgraded our system from Redhat 8.0 to Redhat 9, and
then upgraded RT from 3-0-1 to 3-0-9. initially i had an error in
/var/spool/maillog of:
DSN: unknown mailer error 127
&
to=“|/opt/rt3/bin/rt-mailgate --queue cfrnetdesk --action
correspond --url https://hostname.com/” --debug,
ctladdr=netdesk@hostname.com (8/0), delay=00:00:01,
xdelay=00:00:01, mailer=prog, pri=32205, dsn=5.3.0, stat=unknown mailer
error 127

I reinstalled Net::SSLeay, and Crypto::SSLeay, and I don't get
the 'unknown mailer error 127' error anymore...

BUT now I get the EX_TEMPFAIL error as follows:

sendmail[1171]: i2PNnN5X000843: to="|/opt/rt3/bin/rt-mailgate
--queue cfrnetdesk --action correspond --url
https://hostname.com/"  --debug,
ctladdr=<netdesk@hostname.com> (8/0), delay=00:06:53,
xdelay=00:00:01, mailer=prog, pri=212205, dsn=4.0.0, stat=Deferred: prog
mailer (/usr/sbin/smrsh) exited with EX_TEMPFAIL

Can somebody help with this EX_TEMPFAIL error coming out of smrsh?
