I set up a user with display rights to my queue. But this user can modify
requests? How is that possible? I need a user who can only view the queue
and do nothing else? Any ideas what’s wrong?

Huh? Can you be a bit more specific about what you’re seeing?
What version of RT?
What are specific examples of what the user can do?
I presume you’re talking about RT 1.0.x. Is the user an RT Admin?
