Permission hierarchy--what permissions are more powerful than others?

Which permissions are the strongest…Permissions set in Queues?,or
permissions that are global. For example, If I don’t grant a person global
permission to create a ticket, and I do grant the same person permission to
create a ticket in a certain queue,will that person be able to create the
ticket in that queue? I executed the above scenario, and the person wasn’t
able to create it.

Think ‘additive’ rather than ‘strongest’ – at any given point in time
you have the union of all global permissions and all permissions on the
current queue that apply to you or to any group of which you are a
member.
