Operation Order in Ticket update (resolve)

Hi,

I have unowned ticket. On update page

https://rt.site.com/Ticket/Update.html

I write comment, status change to resolved and select resolver from list

at this moment is order - correspond,resolve and finally take ticket -
this generates emailing to other ccs (in unowned ticket)

Better should be take-correspond-resolve

Is possible set up order of operation on ticket update via web interface ?
