My manager just mentioned he used the tool referenced here

before our upgrade to 4.0 and now can not find it. Has this tool been moved /
changed or is there a different permission set needed to use it?

It’s available below the Tools menu. If he doesn’t see that menu, he
likely needs ShowConfigTab (although that right should have been
required on 3.8 also).

What he is refering to is he was able to do a search and then be able to
"download" formatted copies of existing tickets to update by clicking the
"Editable text" link in the top right of a search results page.
The Editable text link is no longer there.

Looks like that was removed in
198da6fc83cf9eb5d6857c934da8fee9fe917d27 although the commit message
doesn’t refer to why it specifically was removed.
Depending on what your manager was doing, he may be able to replicate
the results with Bulk Update instead.
