Not seeing Pending Approval using internal system for user

I’m not seeing pending approval for a new user, using the internal approval system. I am able to see it under root, when I list the tickets in the search , but I don’t see it in the created user account. Has anyone had this issue before? I only see the status as “new” not “pending approval” like root sees it.
