No prefs for non-priv user?

Hi,

I’ve installed the latest 1.3.78 release and when I try to click the
"Preferences" link for a non-privilaged user, I get:

Not Found

The requested URL /SelfService/Prefs.html was not found on this server.

And sure enough, that file does not exist in the WebRT tree.

Any ideas?
