Mail still not going out properly unless user is root

There seems to be an issue where users can reply to tickets (they have
the ReplyToTicket permission), but the reply is not queued for e-mail to the
requester, unless the user happens to be root. I’ve even tried giving a user
all permissions to a queue and the reply still doesn’t make it to E-Mail.

Gesh! I’m just asleep today… I was working on the wrong queue… giving the
user full permissions to the queue did work… Now I have to play around…
