How unprivileged user can change the ticket queue?

User “A” is an unprivileged user, and is a member of the group “G”.
Group “G” is the watcher of the queue “Q1”. [Right now, group “G” has full access to queue “Q1”]

A ticket arrives in queue “Q1”, and user A wants to move it to queue “Q2”: what right in which queue does user “A” need?

If user A is unprivileged they don’t get any rights - that’s what privileged users are for. In RT “privileged” doesn’t mean “super user” (necessarily) but just that you can have rights assigned to you to access more of RT beyond self service.
