How to create new scrips?

I saw the a contributed script that I would like to use (
http://www.fsck.com/pub/rt/contrib/2.0/OwnerChange/OwnerChange.pm – I
want staff emailed when they are assigned a new ticket.)

I also see that /opt/rt2/etc/insertdata originally set up my ststems scrips.

Now, how can I actually install this contributed scrip (perl module)
such that RT will know about it?

While I’m at it, I’d also like to create a new Action. I want to
NotifyRTAdministrators, where RT Administrators are a group I create.
