Groups and users managing problems

When somebody sends a request via e-mail, the first time an automatic
ticket is created . I would like to put this user into a specific group
but when I open Configuration \Users I can only see Privileged users.
What can I do to see non privileged and not disabled users?
When I go to Configuration \ Groups \ Members I could only put the
privileged users into the group.
What can do?
I have RT 3.0.3 , apache 2.0.40, mysql ver 11.18 Distrib 3.23.54 on
redHat 9.0 .

rights can only be granted to priviledged user, you have to change an
unpriviledged user to a priviledged one, tho give him rights.
in the search you have to click on “include disabled users in search”
So you can change the user.
