Garbled Subject Line in RT Emails to Other Recipients

Since our upgrade to 3.4.2, we have found that the subject line is
garbled in emails sent to Other Recipients (i.e. email addresses entered
into the CC field). Has anyone else had this problem?

RT Ticket Subject Line: Adding a CC to an RT Coment record does not send
an email
