I was wondering if it were possible to keep a “group” from resolving
tickets?I have a group of people, “foo”, who do some work and another group,

Modify Ticket == Own a ticket / Comment on a ticket
But if a user can “Own a ticket” and “comment on a ticket”, they are
probably still able to resolve it, right?
Is there absolutely no way to keep someone from resolving?
