It would be nice if there was a way to remove comments from a ticket. Why
well there are two cases I see where it would be good:
(1) An RT user accidently hits reload on the ticket update page and
then their reply/comment gets posted again.
(2) An RT user inserts an inappropriate comment.

I believe the commandline script in /contrib/2.0/rt-addons/CensorWare/
