I recently migrated RT2.0.13 to RT3.0.4 using import tool v1.16. I am running it

This was a known issue with the 1.16 migration toolset. Peter, can you
confirm that you used the 1.16 migration tools? If so, can you try a fresh import with
1.17 and see if that fixes things?

We did not use the migration tools from rt 2. We started our rt with
3.0.2 and imported the database from 3.0.2->3.0.3 and then from
3.0.3->3.0.4.

I stoped apache and mysql and did this in the new source tree:

configure --prefix=/usr/local
<vi Makefile to change WEB_USER, WEB_GROUP to nobody)
make install
