We have a problem here where two users are set as a queue watcher…
This is there only relationship to any particular ticket… That they are a
queue watcher and the ticket exists in the queue they are watching (as
AdminCC).
There are scrips to notify AdminCC of OnTransaction etc.
Whenever a ticket with the above conditions is met however… the Queue
Watchers receive two identcal copies of the e-mail.
Is there a known bug in Rt for duplicate e-mails? If not could someone
suggest what may be wrong.

It sounds like you have two different scrips matching a
particular transaction and sending two emails to the
watchers.
