Email filtering

Some of our users have taken to submitting tickets to our queues with
html email. This of course is highly sub-optimal and I’m looking for a
quick way to stop this. My first through was a simple procmail recipe to
check everything and convert html mails to text before submitting them
to the system. Has anyone encountered this before? Any thoughts,
pointers or already existing sharable solutions are appreciated.
