How can I disable sending an email to the requestor when a ticket is
resolved?

One way is to click the ‘basics’ link on the ticket display
and set the status to resolved there.

If you don’t want that email sent out on a global basis, you can disable
the scrip for it under: Configuration -> Global --> Scrips
