Disable user autocreation

Hi, when I add some one as a watcher or if I cc a ticket to with a new email address a user account is getting created I need to stop this behaviour how can I do this

I am using RT 4

Any email that comes into or leaves RT will be tied to a User record.
That record will not have a password or be able to log in unless
you’ve customized RT.
What are you trying to do/prevent?
