Default ticket behaviour on correspondence

Am I wrong in understanding that the default action when adding correspondence to a ticket is that the status should change from new to open?

If so, that doesn’t appear to be working in my 5.0.2 implementation.
I’d like to see the status change from new to open if either correspondence is added to the ticket, or there is a change in ownership

There is an action “open inactive tickets” which you can have run when owner change occurs, by default you should have a scrip “On Correspond Open Inactive Tickets”
