One asked me to create a scrip, which will send notification about
ticket creation to AdminCc’s, but only if owner is not set. I’m not sure
but it seems to be not possible, since ticket creation and setting owner
are two separate transactions and in scripcondition only one transaction
object is available. Am I right?

Isn’t it true that when owner is not set, then owner == “Nobody” ?
Well, you may also want to take a look at Approvals. It might do what
you want:
