Creating a ticket right in perl

Is there an easy way to create a ticket right from perl code?
Something similar to the “quick ticket” would be great.

We have a situation where if a users LDAP information isnt found for some
Reason we want to create a ticket and place it in the helpdesk queue.

If anyone has any helpful insight or some examples I would appreciate reading it.
