Create Topic functionality for RT

Hi,
Perhaps this is an obvious question but I really like the functionality that is used in this forum.
Is there a way to have RT tickets and articles searched with keywords as we type like this functionality that I am using with the create new topic?
When I type a word on the right I see Your Topic is similar to…
