Cosmetic: make "Add new watchers" label appear on its own line

In 3.7, on the Edit-People screen, the “Add new watchers” label
is appearing to the right of the “Find groups whose” boxes,
instead of on its own line as in 3.6.

Basically, it doesn’t look right.

(You may need to increase the width of your browser window to see
the problem.)

This patch restores the couple

tags
(which were removed, maybe by accident, on 2007-Jan-18),
which moves the “Add new watchers” label back to where it should be.
