In rt_3.0.7 the prefix for the session cookie was changed in
Elements/SetupSessionCookie from:
RT_SID
to
"RT_SID_".$RT::rtname.".".$ENV{‘SERVER_PORT’};
The CLI bin/rt has not been changed to reflect this in subroute ‘update’,
thus the cookie is never saved and the user is prompted on every use.
