Bulk Update not working

What am I missing here? Installed RT 3.2.1 on a different server (we were
on 3.1.1), search for tickets
(http://RT/Search/Listing.html?Bookmark=FrT%3B@4|%256|%241|1%241|2%241|3%258|%2411|DESCRIPTION%245|FIELD%248|OPERATOR%245|VALUE%2416|Queue+%3D+helpdesk%245|Queue%241|%3D%248|helpdesk%258|%2411|DESCRIPTION%245|FIELD%248|OPERATOR%245|VALUE%2413|Status+%3D+open%246|Status%241|%3D%244|open%258|%2411|DESCRIPTION%245|FIELD%248|OPERATOR%245|VALUE%2412|Status+%3D+new%246|Status%241|%3D%243|new%241|4%241|0%241|0&CompileRestriction=1&OwnerOp=%3D&ValueOfOwner=&WatcherRole=Requestor&WatcherRoleOp=LIKE&ValueOfWatcherRole=&SubjectOp=LIKE&ValueOfSubject=test&QueueOp=%3D&ValueOfQueue=&PriorityOp=<&ValueOfPriority=&DateType=Created&DateOp=<&ValueOfDate=&AttachmentField=Content&AttachmentFieldOp=LIKE&ValueOfAttachmentField=&StatusOp=%3D&ValueOfStatus=&RowsPerPage=50&TicketsSortBy=id&TicketsSortOrder=ASC&RefreshSearchInterval=-1&Action=Search

No check marks appear next to any of the tickets, and clicking “Update all
these tickets at once” just takes us to Search/Bulk.html with no tickets
listed (obviously because none were selected).

There is nothing in var/log (debug is turned on), the apache error log, or
MySQL rt.err log.

System info:

Perl v5.8.4 under freebsd
RT 3.2.1
CGI::Fast v1.05
Apache/2.0.49
