Bug: Permissions on /var/log on install rt3rc4

Hi Jesse!

FYI… when installing fresh from rt3rc4, permissions on /var/log are
root:root.

I had to chown -R webuser:rt /opt/rt3/var/log to get the web ui to
start.

By default, RT shouldn’t be logging to a file at all. Did you manually
