Bug in 3.8.1's local overlay handling?

Hi all,

I suspect the redirect which share/html/Ticket/Elements/ShowCustomFields
does to share/html/Elements/ShowCustomFields is circumventing the local
overlay structure. At least, I am not able to make anything I put into
local/share/html/Elements/ShowCustomFields appear on the site, while
anything I put into share/html/Elements/ShowCustomFields works, just
fine.
Trying to change the redirection path in
share/html/Ticket/Elements/ShowCustomFields does not work either, as you
can’t change the prefix.

It’s possible that I missed something, but I think it unlikely. This is
why I am not submitting to rt-bugs, but bouncing it here, first.
