Is there a simple way to ban a user from creating tickets in a given
queue. I’m sure I can create a scrip to reject the tickets, but I was
wondering if there was another way built in.

Don’t give them CreateTicket rights in that queue?

It depends on how you set up the current rules. If
you have a global rule that says “anyone can create
tickets”, then I think you have a problem. You’d have
to change your logic where creating tickets is
permitted queue by queue. Then you can focus on that
one queue and/or user, and permit accordingly.
