Revision 5283 un-did revision 5227.
5219 was a mistake. 5227 fixed the mistake. 5283 put the mistake back

If security policy is going to be changed then there should
be a config file option to keep the current behavior for
people who rely on it.

If linking is not modifying a ticket, then you shouldn’t need
ModifyTicket for either end of the link.

Yep. It appears to have been pilot error. Ruslan is currently rewriting
the affected linking access control functionality to allow everyone to
have and eat their cake. ETA is sometime tomorrow.
