Autocreated users on ticket submission

Recently we disabled a user from Request Tracker .We noticed that userID has been enabled automatically based on ticket submission through email as follows . RT is configured with LDAP and that user is still active in LDAP.

Thu Feb 27 17:33:11 2020 [ - User disabled **
** Mon Mar 02 07:03:44 2020 The RT System itself - User enabled

Please let me know how to disable that particular user permanently and stopping access to RT UI application.
