Auto create users on ticket submission

I am trying to allow anyone to create tickets in the General queue. I
have set the CreateTicket right to everyone in the General Queue, but
still get this error :

RT could not load a valid user, and RT’s configuration does not allow
for the creation of a new user for this email

You might need to grant ‘Everyone’ the right ‘CreateTicket’ for the
queue general.

I am using LDAP to authenticate users, the new user may or may not be in the LDAP directory (both scenarios give this error). The LDAP user RT uses for lookup does not have right access to the LDAP directory.

Is there another setting somewhere in the configuration that would allow the creation of users when a request is submitted, or somewhere to allow anonymous submission of tickets?
