Any patches for "forwarding out of RT" for 3.0.x?

We’re using RT at the Clark for President Campaign and we really
need a feature for forwarding tickets to email addresses outside
of RT. I see some patches for 2.x:

Are there any patches that would work with 3.0.6?

Someone’s posted them in the past month or so to rt-users.
